The owner of a dog daycare business in New Smyrna Beach is being accused of installing a camera in a public restroom, the Volusia Sheriff’s Office announced on Tuesday. 59-year-old Donald Hemphill reportedly admitted to the act of voyeurism when questioned by detectives. Employees of Dog Dayz Inn (1765 Edgewater Canal Road) reportedly contacted the Volusia Sheriff’s Office on Saturday after finding the camera in a hiding place within an electrical outlet. The VSO’s response included the Child Exploitation Unit, which investigates potential instances of sexual abuse or harassment of minors. When questioned by detectives, Hemphill is said to have admitted he installed the camera four to five months ago. His cell phone was searched, with deputies apparently discovering “multiple video files capturing unknowing female subjects in stages of undress”. According to the VSO, a female child was among those captured in the secret footage. Hemphill was charged with 11 counts of video voyeurism of a child, as well as 10 counts of digital voyeurism. On Monday he was booked into the Volusia County Branch Jail without bond. He remains in custody as of Tuesday. Hemphill has no prior bookings on-record in Volusia County.
