No criminal charges will be issued against the driver who hit and killed a fourth-grader in Port Orange last year, police have now confirmed. 70-year-old New Smyrna Beach resident Pamela Schulz collided with ShaoLan Kamaly as she rode her bike near Sugar Mill Elementary School on May 24th, 2024. The incident was investigated by the Port Orange Police Department, who made their announcement on Wednesday. The POPD said that they found Schulz “had not been operating her vehicle in a wanton or reckless manner” in the moments that crash occurred. The POPD’s Traffic Homicide Investigators conducted the investigation with assistance from the Daytona Beach Police Department, Florida Highway Patrol and Florida Department of Law Enforcement. While the eight months of waiting since the tragic accident did not result in criminal charges, it did bring at least partial closure to the incident. “Our hearts remain with the victim’s family and friends, as well as the entire Sugar Mill community during this difficult time,” the POPD continued in their statement.
